If you have an upgraded WordPress.com plan then there is Livechat support via the blue question mark bottom right on your site. If you are on a free plan you need to ask your questions here. If volunteers can’t help then staff surely will.

I want to do a business account but i am not going to just fork over money until i learn more about this….what is the refund policy if this doesnt work, what if I cant get this site built?

With the Business upgrade you gain access to live chat support and staff members will be available to help walk you through the various processes in learning how to build your site and direct you on the right path. Be sure you have a solid understanding of what your looking to achieve and that it is even a possibility with the given plan and software available before committing to the upgrade.
