I am not able to add new plugins and themes

  Hi, in my my dashboard there is not any option to add plugin and install themes.How can I add plugins and install theme from third party.Please please reply fast that I can request for refund,if you are not able provide this facilities.

  There is no FTP access to free hosted WordPress.com blogs and we cannot install any plugins or third party themes. http://en.support.wordpress.com/ftp-access/

  The only themes we can use on free hosted WordPress.com blogs are those found here > Appearance > Themes and there is no upgrade you can purchase that changes that.   WordPress.com is not suitable for requirement .I require 2-3 plugin and I have purchased theme.I want to host site independently. Please send me link for the for the refund. Thanks for support and valuable time.

  Provided you are logged in under the same username account that purchased the upgrades, you can request a refund yourself directly from the Store section of your Dashboard
