I am not able to add pictures

As of today, 7/12/2016, when I try to add pictures to my site it just clocks and never finishes adding the picture. What can I do?

Are you running a browser and version of it found at http://browsehappy.com? If not, upgrade.
Uploading images into your Media Library does not embed them into posts or pages.
Have you exhausted your free media storage space?

If the answer is yes go to Adding Storage Space
https://en.support.wordpress.com/space-upgrade/If the answer is no, then have you tried dragging an image straight from your desktop or computer’s image folder and drop it directly into your post’s editor?
If you prefer you can click on the Add Media button from the toolbar of your editor to upload an image to your post.
