I am not able to use plugins in my free plan account.

  Why can’t I use plugins in my free plan account ? Is it not available for free plan users?

  The blog I need help with is: (visible only to logged in users)

  On WordPress.com, the most popular plugin functionality is made available within all sites automatically.

  So plugins have nothing to do with free plan. They can’t be added even on Premium and Business plans.

  Are you after a specific plugin? It may not be available but we may be able to help you with alternatives.

  staff-happychia Yes I am actually trying to install the Google sitemap plugin inorder to submit my sitemap to webmaster tools. But each time I click on the Plugins tab, it tells me to upgrade my plan

  That message is applicable only if you wish to add additional ecommerce plugins (Shopify, Ecwid, Gumroad) that are available with WordPress.com Business plan.

  You can register your site Google Web Master Tools using the instructions in this support guide: https://en.support.wordpress.com/webmaster-tools/

  Note that Web Master Tools is now called Google Search Console.
