The tutorial you’re referring to is largely for the self-hosted version of WordPress from https://wordpress.org/
To clear up any confusion, WordPress.com and WordPress.org are two different entities: http://support.wordpress.com/com-vs-org/
What you see there is called the Dashboard, which you can also access here at WordPress.com, though it’s a bit more limited: https://en.support.wordpress.com/dashboard/
