I am trying to apply for wordads, but see that I cannot do so unless I upload Jetpacks in plugins. There is no place to do this. Do I need to purchase a monthly plan and set a separate domain in order to be eligible for traffic payments?

WordAds minimally requires you to be running your site on a custom domain. If your site is hosted here on WordPressdotcom, that means buying or mapping a custom domain, which is a paid upgrade. You do not need to install Jetpack on a WordPressdotcom website.

In confused. I just read what you sent and it appeared that a paid upgrade was not required. However, the site days I do not qualify for wordads. Did I read wrong, do I actually have pay for an upgrade?

Q: Why do I need a custom domain name?
A: We are unable to provide WordAds for blogs with the default free [example].wordpress.com URL, so you’ll need to either register a new domain name or map an existing domain name to your WordPress.com blog of choice.
Both of those options requires a paid upgrade on WordPressdotcom.

Okay. I was JUST super confused about what I was reading. Thanks for clearing it up for me. There was some third party website that talked about only having to install jetpack, so… I was even more confused.

If you have a self-hosted WordPress.org site, you would need to install Jetpack in order to use WordAds.
