I am trying to transfer my domain name to set up my site

  but how do I do that since my site is not set up yet

  I don’t have a site with WordPress.com yet

  However, you certainly can get your site set up here before transferring your domain over!

  When you sign up for a new site, we give you a free subdomain (*.wordpress.com) that you can use to start building your new site.
