I am unable to change my header picture.

  I have the theme Baskerville and I am unable to change the header picture. I have followed the steps I have found on support and after I save the changes the picture does not stay on the header. I go to customize, header, add picture, choose my picture, crop my picture and then i save the changes. The picture shows up immediately but when I refresh the page or even log out and back in the picture in the header reverts back to the original with the theme. What am I doing wrong?
