I am unable to change theme or add background/Header image, why is this?

I am new to wordpress, and am currently using the twenty-twelve theme. I cannot change this them for another free them, and am unable to customize the page layout with background or image header. There may be a simple solution to this so just thought I’d put it out there, any help would be appreciated, cheers.

Could you please post a link to the site in question.
We get a lot of people confusing WordPress.com with WordPress.org so we need to know that you’re asking in the right place – you should have set up a site that originally ended in .wordpress.com to get help here.
Otherwise you will need to try asking in the WordPress.org forums.

I don’t know if its because it’s a basic setup that i can’t change anything, mainly the theme. cheers
