How many username accounts for you have?
Which one registered the underlying .wordpress.COM site in question?You have to be logged in as Admin under the exact same username account that regitered the underlying .wordpress.com blog and purchased the upgrade for it to proceed.
If you are not logged in under the correct username account, log out, clear your browser cache https://en.support.wordpress.com/browser-issues/#clearing-your-browser-cache and cookies https://en.support.wordpress.com/browser-issues/#clearing-wordpress-com-cookies and then log in under the correct username account.
