I bought a theme for a deleted blog and want to reassign it… but having deleted the blog I can not access this asset?
The blog I need help with is: (visible only to logged in users)

It’s unfortunate that you chose to delete the blog prior to transferring the upgrade to your other one. https://en.support.wordpress.com/my-upgrades/#transferring-upgrades
Now you need Staff help and they have a backlog so you will have to be patient while waiting for them to answer the threads tagged for them with modlook before this one was tagged. Please subscribe to this thread so you are notified when they respond. To subscribe look in the sidebar of this thread, find the subscribe to topics link and click it.
Staff work through all forum threads tagged for their attention and through all email support tickets in chronological order based on datestamps and timestamps – first posted first served, as would be expected.
How long it takes to clear the threads and support tickets depends on how many Happiness Engineers are working on them at any given point in time. It also depends on how complex the issues in each thread and ticket are are.
1. Exactly which blog URL did you delete please?
2. Exactly which premium theme is the one that you bought for it?
3. What is the URL of the blog that you want to transfer the premium theme to?After answering those questions here please don’t bump your thread by posting into it again because it’s not in your best interest to post to it after it has been tagged for Staff help. Doing that moves the timestamps forward and it takes longer to get a response.

Even though your site’s deleted, you’ll still be able to transfer your theme via the My Upgrades page in WordPress.com:
https://wordpress.com/my-upgrades
Choose the ‘Transfer to another site’ option beneath your theme on that page.
Additionally, I’ll be happy to help you transfer the theme if you let me know the URL of the site you’re trying to transfer it. Just let me know. :)

I can’t access the site to transfer?
Ideally I’d like to transfer it to intheabsenceofcontrol.wordpress.comIs there no way I can re-open the original blog: thesocialdemocrats.wordpress.com – as I tried to re-register, it being deleted and all, but it rejected my attempt.

You are referring to registering a deleted .wordpress.com blog URL that is not possible. One has to ignore at least three warnings stating that deletion is permanent and irreversible and then click a verification link in an email to delete a blog. http://en.support.wordpress.com/delete-site/
That’s because deleted blog URLs are not recycled, regardless of who registered and deleted them and no exceptions are made. http://en.support.wordpress.com/recycling-blog-names/
You can register another .wordpress.com blog here http://en.support.wordpress.com/register-a-blog/
Then if you wish to you can register a domain via a domain mapping upgrade because it does not matter what the underlying .wordpress.com address is when you are domain mapping.
