How do I download my wordpress theme zip file without buying the theme again? I already exported the xml content file.

If you want to use any third party theme or build your own theme then don’t waste any time here at all. The only themes you can use on a free hosted WordPress.com blog are those found here > Appearance > Themes and showcased here > http://wordpress.com/themes/
You cannot build your own theme or import a theme and use it on a free hosted WordPress.com blog. We do not have FTP access to free hosted WordPress.com blogs and we not able to upload any third party themes.

Correct – but you have 30 days to get a refund and there might be a theme similar to the one you got here – look on the bottom for credits and if the theme is based on a theme by an outside company check with the outside company to see what they offer
You can also try asking over at WordPress.ORG if anyone in the help forum knows of a similar theme to the one you want

Provided you are logged in under the same username account that purchased the upgrades, you can request a refund from your dashboard.
WordPress.com provides a 30-day refund on all upgrades except Domain Registrations, Domain Renewals, and Guided Transfers.

As far as I can tell, the charge for the Premium Theme, Bold News, for $60 was successfully refunded:
The credit card that the refund was issued to belongs to a Michael Dixon.
I suggest contacting your credit card company to verify that the refund went through. Perhaps the refund missed the most recent billing cycle.
Afterwards, if you still do not see any record of the refund, let me know, and I will forward this inquiry to our Auto Pay team for further investigation and a prompt resolution.
