I can not find the option to install a theme from my hard drive anywhere.

  There is a theme that I would like to download from an external site – and in the how-to’s that I have found – it looks like there should be an option for “INSTALL THEME” under “appearance” and then “themes” in my admin page. Well, there’s not. Do I have to upgrade or something?

  No. You cannot install external themes on a WordPress.com blog. They are literally only for wordpress.ORG blogs.
