I can not log in because of an error

I can not log in because of an error it says plugin.php and I looked it up on the web and it said to turn off all plugins but I can not log in to do that. How am I to get my page back so I can at least change out a picture and make updates.

Than that is clearly NOT a blog hosted by WordPress.COM, and we cannot help you as we do not provide support for any blogs that are not hosted by WordPress.COM.
WordPress.COM and WordPress.ORG are completely separate and have different logins, features, run different versions of some themes with the same names, and have separate support forums. http://en.support.wordpress.com/com-vs-org/
If you don’t have a username account at WordPress.ORG click http://wordpress.org/support/ and register one on the top right hand corner of the page that opens, so you can post to the support forums there.

I deleted the wordpress entirely and re-uploaded it and it works now I guess I will never know what happened. Thank you for your help.

You REALLY need to understand what TT said. Yours is not and never has been a WordPress.com blog. It is a WordPress.ORG blog.

What site are you logged into when you get that message?
All I get is this message:

That message would never appear on a wordpress.com blog / site. We cannot use plugins or php access at all. You must be asking about another site!

If your site is hosted here on wp.COM for free, then you cannot delete the WordPress software. Nor can you install it. Free hosted sites / blogs all use the same software automatically.
As timethief said, there are different flavors of WordPress:
http://en.support.wordpress.com/com-vs-org/You can log in to wp.com or / and you can log in to wp.org. But they are each using different (though confusingly similar) software. Who is hosting your site? Who are you paying to get your site online?

Is it possible that I thought I was upgrading my .com but actually uploaded .org and that is what created the problem? I am using the free version of .com and just linking to it from my web site since I was told the wordpress is good for blogging.

That seems to indicate the problem is with your website, or with the way you wrote the link to your wp.com blog (not likely, but possible, though that error message would come from your site and not from your blog). Is your website using WordPress.ORG software? or is it using some other platform?
