  I am trying to uninstall and reinstall oceanwp to start all over because it is all messed up

  Bare in mind that this if your websites uses the self-hosted version of WordPress rather than WordPress.com, you should post in the self-hosted forums or alternatively contact your hosting prover. Note the difference here: https://en.support.wordpress.com/com-vs-org/

  You can generally check if your blog is hosted with WordPress.com at https://www.whoishostingthis.com, which will display Automattic as your host if it is hosted with WordPress.com.
