I can read, comment, but can’t follow!

  Hello, I am blogging with food. I read possibly all blogs on reader. Recently when I’m going to follow other blogs system shows ‘unable to follow’ but I can like and comment. So why can’t I follow others? As far as I know there is no limitations to follow others blog. And I never follow, comment or like randomly before opening the blog post. Is there any other rule of it. Please mention to help.
