I didn’t want to renew my yearly subscription so I trying to use it for free. You charged my mom’s credit card because I used it last year to pay with her permission but then it was auto renewed so she disputed it in the bank. Help me understand, why I cannot created a new blog post right now?

A dispute is not the way to get a refund. Your account is blocked for up to 80 days and a the end you have to pay a fee to wordpress.com.
