I cannot add a valid credit card to my Manage Purchases Profile

In my WordPress.com profile I am correctly entering a valid credit card in the ‘Manage Purchases’ section. Yet I keep getting the error message:
‘There was a problem with your credit card. Please check your information and try again.’
I need this credit card to stick so I can buy postage through WooCommerce Services. I have not been able to fulfill any customer order as I cannot pay for shipping label.I see other people have same issue like me. and the answer was: “I don’t see any payment intents under your account so I’m not really able to advise but sometimes your bank may block the transaction.”
I use three different card including a new card receive recently and same issue, is not a bank issue is in you site, please advise how i can fix that.

That said, I currently see two cards properly added to your account, and several successful charges for shipping labels, so it looks like you’ve already got this working.
