I cannot change a blog name

  I have a blog. It’s my primary blog. I’ve changed my site address. But I cannot change the name. I’m using a theme, Modularity Lite. There are not posts on the blog. I need to change the blog name. HOW? WordPress is so confusing. I can change the site name but not the blog name. Why?

  The blog I need help with is: (visible only to logged in users)

  Provided you are logged in under the username account that registered the blog then, Site titles (Blog Names) and Taglines located here > Settings > General can easily be changed at any time.
