I Cannot Do anything (Write New, edit posts, delete comments)

  I have had v2.6 since it came out and have had no problems except a lot of spam comments. I have taken proper measures to prevent this spam. I started not being able to write posts, edit, delete comments etc. I cant install or delete plug ins either. I upgraded to 2.7 and nothing has improved. I deleted the entire WP folder on my ftp and reinstalled. I haven’t done anything with my mysql db. Does anyone have any idea how i can fix this problem?
