I cannot find debug.log file

  I run into an issue a with a plugin which was working perfectly well. But for some reasons I see a error which is this

  

  I followed an article which is https://developer.wordpress.com/docs/troubleshooting/debugging/ stating how to debug but I could not find the debug.log file in my wp-content directory.

  The blog I need help with is: (visible only to logged in users)

  Further if a critical error occurs I want to know what plugin or theme or my custom code has made the problem. I also tested that when I used FileZilla to make debug true in wp-config.php I was not able or should I say I was not allowed to do so. What could be the solution?
