I want to install WordPress Plugin. When I go to the link, the message comes:

I want to setup plugin without purchasing domains.

Perhaps you should be using the other WordPress? You have received that message because you were persistent on installing a plugin without upgrading to a Business plan.
WordPress comes in two flavours- WordPress.com & WordPress open source software. I know this can be confusing, but there are two types of WordPress. If you want to know more about the differences between WordPress.com and WordPress.org you can read this document:
Where you posting now is WordPress.com which is a managed environment. Here plugin installations are made available for users with a Business plan upgrade only. The Free Plan has limited possibilities with some popular plugins embedded. If you want to use third party plugins and themes, you must upgrade to the Business Plan.
I suggest you explore the WordPress.org software for what you are looking for. You can start a thread in the below mentioned link, which will bring you valuable inputs from more experienced users there and help you make an informed decision.
