I cannot see the "add new" button under the themes

i am trying to add a new theme to my WordPress and i am having troubles. it says that i need to click on the ” add new” button. however i cannot seem to find it anywhere
The blog I need help with is: (visible only to logged in users)

Themes can’t be uploaded to sites hosted on WordPress.com. They can only be uploaded to self-hosted blogs running on WordPress.org software. You can read more about the differences between WordPress.com and WordPress.org here:

Yep! You sure can. You’ll just need to change the name servers on your domain to point to your new host:
