I cannot use the "Design Tools" after clicking on "Customize." They do not load.

  I have tried refreshing the page/cleaning the cache and I even tried opening the page on a different computer and browser but I am still unable to use the “Design Tools.” All I get is the “Loading design tools…” message.

  Not a solution to make the customize feature work, but you can change settings on your blog without it:
