You may be trying to activate premium or higher plan themes which cannot be used on free plan.
In addition to our many free themes, we also offer a selection of gorgeous Premium Themes that feature exciting customization options and exclusive support directly from the theme authors.
Sites on the WordPress.com Personal plan can purchase a specific Premium theme to use. Those with the Premium or higher plan have unlimited access to all of the Premium themes.

Thank you very much for the feedback but I’m not on a free plan. I purchased it from Go Daddy for $80 a year. I’ve done this before and have been able to Sydney but now I can’t.

What website is this for? The site artbyallan.wordpress.com is hosted at WordPress.com and doesn’t have any content on it.
Keep in mind that if the site isn’t hosted on WordPress.com servers, then the forums at https://wordpress.org/support will be better for this question. You’d activate themes from your site’s /wp-admin, in that case. Here’s a bit about the differences- https://en.support.wordpress.com/com-vs-org/
