I can’t add new users. Why?

Hi there!
I have a blog and I have to explain it creating more users to help me.
But I have a problem. When since my dashboard touch the button Users –> Users, and then touch “New User”, the system return me to the dashboard. Don’t show me the form to create a new user.
If I touch the button Users –> Invite and I write the mail of the person who can help me, the person read the mail, but the problem is that this persona have to create a blog, and this is not the way.
The only that I want is that in the menu “Users”, add two persons more in the list. No more…
Any idea?

Users > Users is when the person is already a WordPress.COM user.
Users > Invites, with the option “Add user to my blog as a contributor” is when the person is NOT a WordPress.COM user yet.
In both cases, you must have the email address of the person you want to add.
And no, it is not necessary to create a blog just to be a WordPress.COM user. There is an option called “Sign up for just a username” on that page.

Thanks for your help, I’ve added a new user based on your info. It’s odd that clicking the Add New button in Users > Users redirects to the dashboard, though.
