I cant change my email addres on my dashboard

  I didnt any receive email confirmation for changing email address at my dashboard. Please fix it! Because i cant use any plugin Contact Form plugins

  Please tell me which site you are working on.

  It sounds like you’re set up with the open source, WordPress software instead of using our service here at WordPress.com.
