  Are you trying to change your WordPress.com account email at https://wordpress.com/me/account or change an admin email for a site hosted outside of WordPress.com?

  Keep in mind that if this is for a site that isn’t hosted on WordPress.com servers, then the forums at https://wordpress.org/support will be better for this question. Here’s a bit about the differences- https://en.support.wordpress.com/com-vs-org/
