I can't change settings on my blog or allow visitors to access blogs without logging in.

I installed Jetpack on my blog. Having done this several things happened:
1. I couldn’t any longer login using my normal login and password (it told me my password was not valid and when I tried to recover a password it told me that that was not authorised)
2. I could only login using wordpress.com
3. I found that I couldn’t post any blog without readers having to register– So I disconnected Jetpack. However I’m not told I have not authority to change any settings and I still can’t post without readers having to register.
I need to entirely remove any connection with Jetpack and WordPress.com and just be able to login in using my user name and password as I used to. How can I do this?

That site is not hosted here by WordPress.COM. Our support docs do not relate to it and we cannot provide support for it. You are posting to the wrong support forum.
WordPress.COM and WordPress.ORG are completely separate and have different username accounts, logins, features, run different versions of some themes with the same names, and have separate support documentation and separate support forums.
