I can't change user permissions in wordpress.com – returns an error when I try

    I am the Admin for our web site, and I wish to change the permissions for one of our Authors to be an Editor or Administrator too. On the ‘users’ page from the Classic Editor I selected the user, selected the ‘Change Role Role’ to Administrator and all seemed well, but the user never received any email or notifications about the change.

    Now when I try to alter the permissions I just get the error message ‘You can’t edit that user’

    I have tried to alter the permissions in the Blue Editor ‘People’ page, but that gives me an error too . ‘! there was an error updating xxxxx’

    I tried to delete and re add the user,now I get

    ‘ WordPress.com username does not exist or invalid email address.’

    or

    ‘User already has a role on your site.’

    At the moment the only way forward would be for them to create a new Email Account so I can invite them as an admin.

    Does anybody have any idea What am I doing wrong – or is it a problem with WordPress.com itself.
