I can’t control the position of a picture I inserted

I have been posting monthly for in this format for over 10 years. It always has been simple. Write a small text block and insert a picture from the gallery. Adjust the position with up/down arrows and right/left choices. Today, every single step for inserting the picture did not work as before. I struggled for 30 minutes before posting here.
