I can't convert my tag to a category.

  I’m trying to convert the tag “General” to make it a category, but it takes me to a page where I first select the type of blog and then, when I select wordpress, I need to upload a file of some kind. Recently I converted some categories to tags and it just allowed me to click on the categories. They were then converted.

  For some reason, it’s assuming that I can to import some files from another blog. How can I bypass this?
