I can't delete ANY categories

This is not a case of “you can’t delete your default category.” My wordpress will not let me delete any categories. When I mark off a category for deletion, it turns red, but remains after freezing up briefly.
The categories that I am attempting to remove are ones that may have been created long ago, under an early version of the template. They do not have any posts in them; they all have 0 posts.
What can I do?

Unfortunately the blog you need help with is not hosted here at WordPress.com. It uses the WordPress.org version of WordPress and is hosted at Bluehost.

The good news is that there is a support forum over at WordPress.org.
https://wordpress.org/support/They also have a codex of support documents, one of which deals with deleting categories. In short, Go to Posts – Categories. You will see a table where you can check the categories you want to delete, click the bulk actions dropdown and select delete. Read more here:
