I can't delete my blog

I try to delete my blog but I can’t. Forum say that this question is resolved (going to DASHBOARD then to OPTIONS in order to delete it). But there is no OPTIONS in DASHBOARD!
The blog I need help with is: (visible only to logged in users)

The support documentation is correct. If you are the Administrator of the blog you can delete it following those instructions.
To delete or cancel a site, go to Tools -> Delete Site in your Dashboard. An email confirmation step is required.

Note that deleting a blog is forever. The URL cannot be recycled and reused by you or by anyone else. http://en.support.wordpress.com/recycling-blog-names/ -
‘Delete Site’ is under ‘Tools’ in the left column of the Dashboard.
But I cannot delete my blog b/c WordPress will not send me the required Confirmation Email with the link I must click.
WordPress has the right emailbox on file for me and I have received WordPress mail in it before.

Have you checked you email spam filter and have you white listed WordPress.com in it? If you have and cannot locate the confirmation email then type “no email confirmation received” into the searchbox. Here’s the link http://en.support.wordpress.com/contact/ After you use the searchbox at the bottom of the page there will be a section that says “Have you found the answer to your question?” You can choose either “Yes I found the answer to my question.” or “No I didn’t find the answer to my question and I would like to contact support for help.” The no option will reveal the contact form.
