  I want to delete my site and start fresh but it won’t let me do it. Please help.

  I suppose you want to delete your content and start over the site, and want to have your URL as it is, you can use this support document to help you with it Empty Site , in case you wish you delete you site URL as well, you can look into this Delete Site
