I can't download WordPress to my Laptop

I’ve looked over about 12 different tutorials now, and I’m getting to the end of my tether.
I wanted to install WordPress on my laptop, every tutorial I’ve seen says I need some sort of server, usually with a few recommended servers listed.
I’ve gone through each and every one, following the instructions to the letter and every time, the server either doesnt work, doesn’t connect or doesn’t open.And when I try to uninstall each server, it says that it is in use so I can’t uninstall it, even though I’ve closed absolutely everything.
I’m really really annoyed now, and I just want an extremely simple walkthrough, it shouldn’t be this goddamn hard to just install a custom theme!!

You are confusing WordPress.ORG software with WordPress.COM hosted blogs like yours. There is no FTP access and no blogger installed plugin capability on any free hosted WordPress.COM blogs and there is no upgrade you can purchase here that changes that reality.

There is no FTP access to free hosted WordPress.com blogs for security reasons and we cannot:
upload any third party themes,
create child themes,
create our own themes,
edit templates,
create own own layouts,

There is no upgrade you can purchase here that changes that reality.
To install plugins or third party themes into a site then you have to hire a web host http://wordpress.org/hosting/ and set up your own WordPress.org install. WordPress.org offers free software that you can install on a web server. You can upload and install themes and plugins, run ads, conduct ecommerce and edit the database.
