  Do you want to start over using the same blog URL or not?

  If you delete the blog, the URL will not be usable again. Here’s how to do it: http://en.support.wordpress.com/delete-site/

  If you want to keep using the same URL, though, what you want to do is empy the site. Here’s how to do it: http://en.support.wordpress.com/empty-site/
