I can't find add new in the Appearance panel!!!

  Go to your WordPress admin, and in the Appearance-panel, choose Add New Themes. Click Add new

  The only themes we can use on WordPress.COM are found under Appearance—>Themes. We have no FTP access to upload other themes.
