  i cant find my plugin option in dashboard

  Plugin installation possible only if you hire a web host http://wordpress.org/hosting/ and set up a WordPress.ORG install. http://wordpress.org

  There is no FTP access to WordPress.COM blogs and we bloggers cannot install any plugins or third party themes.

  There is no other upgrade you can purchase here that changes that reality.

  Either accept the reality and continue to blog at WordPress.COM or hire a web host http://wordpress.org/hosting/ and set up your own WordPress install and use plugins. Note that I have blogged here for over 8 years and there are many widgets http://en.support.wordpress.com/widgets/ we can use so plugins are not essential for successful blogging.
