I can’t find the ‘Add New’ button to add a theme

According to the WordPress tutorial here — https://codex.wordpress.org/Using_Themes — there should be an ‘Add New’ button. But I can’t find it when I’m on my admin page at — https://someofferingswithmetta.wordpress.com/wp-admin/.
The blog I need help with is: (visible only to logged in users)

Hello there, if your current WordPress plan is not Business Plan, then you’re not able to install/add new themes to your site.
With the WordPress.com Business plan, you can install a theme that comes from a third-party author at no extra cost.

The instructions you linked to are for sites created using WordPress.org software, rather than those hosted on WordPress.com. There is some information about the differences between the two here:
As staff-zara mentioned, custom themes can only be installed on sites using the Business plan. But themes can be activated from our showcase on the Free plan:
