I can't find the usual dashboard I used to use

I’ve been a user of wordpress for several years and I made a new account to create a website with different user name for my whole new project. As I create a blog with this new account, I can’t see the dashboard I used to use. All I can see is a page with quite simple features only. There were more detailed features including Appearance, Media and most importantly, Dashboard itself. I tried this link https://dashboard.wordpress.com/wp-admin/ but it only leads me to a strange page. I don’t think it’s because I’m not a premium user because I didn’t have any problem using the service with my old account. I’d like to know how I can access to the usual Dashboard. Thanks.
