I can’t import my blogger blog

  I tried to import my blog from blogger following the directions. I downloaded my blogger content and it was an xml file. But when i tried to upload it with the ‘Import function’ I got a notice ‘You do not have permission to perform an import on the specified site. Make sure you are using a valid WordPress export file in XML or ZIP format.’
