WordPress.com has a lot of built-in features that were inspired by popular plugins. Chances are, the feature you are looking for is already there! You can search our support site via this link:
Alternatively, if you tell me a little more about your goals, I can try to help you find the closest solution.
For any features on WordPress.com, the support page will explain how to set it up.
WordPress.com does not offer the option to install third-party plugins. If you would like more control over plugins and the option to install your own, a WordPress.org setup would be the best solution for you.

Hello @pmciano
Thank you for your answer. But actually I don’t get it..
I wanted to install the “Page Builder” Plugin, that I can design my Website more easy.
Usually there is a Menu point in the WP-Admin-Interface that calls “Plugins” (I worked already with other wordpress Themes and there was always this Menu point and I was able to install Plugins).
So where is this option in the “Bindery Theme”? -
Please review my response and the pages I linked to.
As I previously said, WordPress.com does not offer the option to install third-party plugins.
You are referring to self-hosted, WordPress.org sites.
