  hi, when i try install a new theme the option of upload theme doesn’t appears

  You cannot upload a new theme of your own on WordPress.com.
  Yoo’ll have to choose one of those 326 themes from Themes showcase.
  Uploading your own theme option is provided by self hosted WordPress.org. Know the difference https://en.support.wordpress.com/com-vs-org/
