  i was trying to build my own beginner website but i was not be able to install plugins and when i try it says upgrade to a business plan

  If you are trying to install the custom third-party plugin on WordPress.com, you need to have the Business Plan Upgrade:

  You should be able to easily create a beginner website with a WordPress.com free plan. What exactly do you want to do as there may be a workaround.
