I can’t see my Pluggin button in the admin panel

I’m trying to add some pluggins from wordpress.org but Im just unable to find the PLUGGIN button which is supposed to be on the right side i the admin panel.

You need to ask at wordpress.org. This is wordpress.com.

If your blog is hosted at wordpress.com, we can’t use plugins here.

Basically there was a bloke who had google reader feed on his page and he was using wordpress so thats the reason I’m asking :)

You don’t need a plugin for someone to subscribe with Google reader. What is the url of your blog, starting with http://?

Was the other blog wordpress.com or did it say “powered by WordPress” — which means it’s self-hosted?

It is actually on wordpress its zakimirza.wordpress.com now if you see on the right panel it has the google reader feed of the blogger. I needed something like that.

He seems to have used his google reader account in place of the standard feed url (hover over the widget title to see it) and then just used a text widget:
