I’m experiencing the same problem. I can’t find the plugin on my dashboard. My blog is WordPress.com and not wordpress.org. Any idea? The site is http://ato1952.wordpress.com/

There is no FTP access to free hosted WordPress.com blogs and we bloggers cannot install any plugins.
http://en.support.wordpress.com/ftp-access/
http://en.support.wordpress.com/plugins/There is no upgrade you can purchase that changes anything at all stated here http://support.wordpress.com/com-vs-org/ FTP access, and plugins are available only for VIP bloggers http://vip.wordpress.com/our-services/ or for those with WordPress.ORG installs.

Thanks andrewcpht, but my main problem is a wordpress compatible language translation for my blog. Any suggestions?
-
Depends on the language: You can check here:
http://en.support.wordpress.com/language-settings/
and find out more info about WordPress translation here:
-
We do not have FTP access and we bloggers cannot install any plugins, we cannot use Microsoft or Google translation widgets or any others, as they are JavaScript and it’s stripped out to preserve security on this multiuser blogging platform. http://en.support.wordpress.com/code/
http://en.support.wordpress.com/code/#javascriptHowever, I have translation on my WordPress.com blogs. There are two workarounds and you will find them here > http://onecoolsitebloggingtips.com/2011/02/14/translation-widget-for-wordpress-com-blogs/
Note: You can copy and paste the code on my Translations page and then replace every occurrence of my blog’s URL in the code with your own blog’s URL. -
I don’t know if I have made myself clear. I mean andrewcpht, a translation gadgets on the blog for visitors to translate into their speaking language.

@andrewcpht
There are many workarounds that we Volunteers will link to but as a rule Staff do not provide links to workarounds. -
Hello,
I purchased a custom domain through wordpress.com. According to the above, I cannot use/access plugins with a wordpress.com account, even though it’s a paid account. Can I transfer my wordpress.com account over to wordpress.org and then use the plugins? Please advise on steps to be able to use plugins on my site. Please also advise on the cost to access plugins.
Thanks!

To use plugins on your site, you have to have the WordPress software running on a third party web host that allows you to access the file system via FTP.
For additional help, I’d suggest asking questions over in the WordPress.org support forums at http://wordpress.org/support/
