I can't see the Plug-In tab/button

    I can’t see the plug-in button at the WP-Admin menu.
    I want to make a page with a event calander and need to upload a plugin for this.
    The plugin I want to need is:
    the-events-calendar.3.9.3

    Please help e out here how I can manage this on my site.

    Third party plugins cannot be installed on WordPress.com sites. This is a security risk as we cannot vet all outside code and it puts our users, their sites, and our servers at risk.

    Plugins are only usable on self-hosted WordPress.org sites.
