i cant see the Toolbar on the left side

  Hi, My name is Trevor Haeberle, I,ve been inactive for quit awhile now but im trying to get started agian and update everything.
  The problem is all the commands on the left side of the screen are cut off, theres no way to scroll over and i’ve tryed resizing the apperance of my computer didnt work, Any help you could offer would be greatly appreacted, THX
