I can’t seem to pay for a custom domain in USD

We work with a development team in the Philippines and they worked on the blogs I’m trying to now connect to a custom domain name, but it doesn’t allow me the option to pay in USD (US Dollars). What do I need to change the settings to reflect that I’m in the US?
